The international arena
A war of all against nothing
We must make no mistake. The facts are clear. Climate change is real, and it is accelerating in a dangerous manner. It not only exacerbates threats to international peace and security, it is a threat to international peace and security.

At least since the UN Security Council adopted the issue of climate change and energy security in April 2007, the discourse has entered the stage of international politics. But the Security Council did not remain the sole body in global governance that engaged with the discourse. In the previous chapter I outlined in detail how climate change and security was brought to the tables of many different international and regional organizations, among them UN organs such as UNDP and UNEP, security organizations such as NATO and OSCE, and rather specialized actors such as the IOM or the World Bank. While the literature agrees that there has been a massive expansion of the discourse since 2007, the policy implications of this securitization process remain yet unclear. The aim of the chapter is thus twofold: first, I try to explain how and why security could become a dominant frame in international discourses on climate change by tracing the emergence of a climate security discourse coalition (CSDC). Second, I provide an insight into the political effects on the governmental landscape of global (climate) governance.
